If the people do not fear death,
how can death be used to threaten them?

If the people could be made to always fear death,
and those who defied the law were seized and killed,
who would dare to defy?

Yet there is always one who presides over killing.
To take the place of that one
is like cutting wood in place of the master carpenter;
those who try rarely escape without injuring their own hand.
