Governing a great nation is like cooking a small fish;
too much handling will spoil it.

When the world is guided by the Way,
even unseen spirits lose their potency.
It is not that their power is gone,
but that their power no longer harms.
Nor is it only that their power does no harm;
the sage also brings no harm.

When neither brings harm,
virtue flows between them and returns to all.
