If the worthy are not exalted,
the people will not compete.
If rare treasures are not prized,
the people will not steal.
If desires are not displayed,
the people’s hearts remain at peace.

Therefore, the sage governs by emptying the heart,
and filling the belly;
by softening ambition,
and strengthening the bones.

She keeps the people free of knowledge and desire,
so that even the clever dare not interfere.
She acts through non-action,
and all is in order.
